While the large employer penalty has been pushed back to 2015, open enrollment on the Health Insurance Marketplace begins October 1st.  Uninsured workers will register on the Marketplace and compare healthcare plans offered by four participating carriers. Workers offered healthcare coverage by their employer that falls below federal standards  - affordability, essential benefits, minimum value, consumer protections - also have a right to purchase insurance on the Marketplace. Employees who have been offered coverage by their employers that meet federal standards are not eligible for a subsidy but can enroll on the Marketplace and purchase a plan if they choose.

Employers, regardless of size, are required to provide detailed information to all employees. Employers are expected to field questions from employees and may choose to provide assistance directly or make a referral to a culturally-competent Navigator. Many employees will be eligible to receive a subsidy to purchase healthcare insurance. They will have legal remedies for employer interference or retaliation.

Presenters John Sarno, Esq. and invited guests from the U.S. Department of Health and Human Services, Region II, will explain:

  • The mechanics of the Health Insurance Marketplace Health insurance standards - affordability, essential benefits, etc.
  • Employer notice requirement
  • Employee health plan choices
  • The role of the Navigator
  • Subsidy eligibility
  • Employee protections and legal remedies
